Dr. Persley has always had an interest in science. She studied at the University of Texas Southwestern Medical School and Mount Sinai Medical School. She had the opportunity to rotate with amazing gastroenterologists at Parkland Hospital and Dallas VA Medical Center as a medical student. She knew it was the right specialty. Her focus is on Inflammatory Bowel Disease and obesity.

Dallas Freyer has served as the Administrator of Corpus Christi Outpatient Surgery since 2004 and also serves as the Administrator of Surgicare of Corpus Christi. Dallas is a Registered Nurse and Certified Administrator Surgery Center.

A graduate of Del Mar College Registered Nursing program Dallas also serves on the Texas ASC Society Programs & Education committee as well as a board member on the Texas Ambulatory Surgery Center PAC.

Maggie Jeffries, MD, Treasurer

Dr. Jeffries is a private practice Anesthesiologist in Houston, Texas. She received her anesthesia training at Johns Hopkins University, during which she served as a Resident Member of the American Society of Anesthesiology and the ACGME Resident Review Committee that reviews and certifies residency programs.

Following graduation, she became an Assistant Professor at M.D. Anderson Cancer Center, where she specialized in Pediatrics and Neuroanesthesia. During that time, she was an active contributor to diverse areas of research, including cerebral oximetry, post-dural puncture headache, infectious disease, and liver failure. She is a published author in several national journals, including Regional Anesthesia, Journal of Cardiothoracic Anesthesia, The Neurologist, and Regional Anesthesia and Pain Medicine, The Neurologist, Liver Transplantation and Surgery, and Anesthesiology News.

In private practice since 2010, Dr. Jeffries has extensive experience in anesthesia for ambulatory and office-based surgery. A partner in Avanti Anesthesia, she is active in all aspects of medical care including medical director, medication and equipment ordering, electronic documentation and quality improvement. Current projects for 2018 include a randomized trial of a new medication for sedation using the sublingual route.

Susan Cheek has served as the Administrator of the Dallas Endoscopy Center and IV Anesthesia Services since 2006. Susan is a Certified Public Accountant, Certified Healthcare Compliance Consultant and Certified Administrator Surgery Center.
A graduate of Texas A&M University with a B.B.A. in Accounting.




Jeff Blankinship

Jeff Blankinship, graduating from Southern Methodist University in 1986, and started his healthcare career in 1990 in Los Angeles, California, working in Pain Management & Workers Compensation. 1995, he moved back to Texas and ran a home healthcare company, then moving into the ambulatory surgery space as a developer and administrator. 1998 my wife Courtney and I started Surgical Notes, which is an IT driven healthcare internet medical records software and service company, which specializes in revenue cycle management. In July 2019, we sold the majority share and control of Surgical Notes, at which time he launched the SmartHealth PayCard, the first and only restricted access credit card (Mastercard) which may only be used for healthcare expenses.

Adam is the Administrator of North Texas Team Care Surgery Center in Mesquite Texas since 2012. Adam is an operating room nurse who has been in the ambulatory surgery center environment for about 15 years.

James McClung BSN, RN has been in the nursing profession for 18 years. James served in the US Army Reserves for 14 years, as a nurse, in addition to his civilian work. He has developed, consulted, and managed ASCs from an Emergency Management/Safety Officer/Facilities Manager role; in addition to, clinical nurse, Director of Nursing, and Nurse Administrator roles. James is an expert in gap analysis, quality, and is the Chief Development Officer of Reliant Medical Services. RMS is the industry leader in ASC development, ASC development enhancement, EMR implementation, equipment procurement, gap/process consulting, and survey readiness. James, additionally to serving with TASCS, is a continuing member of AAAHC’s Expert Content Committee (ECC-MDS). He supports ASCs because they are tailored to and focused on the singularity of health care, the patient, and the patient experience.

Christina manages a multispecialty ASC with 3 operating rooms, 2 procedure rooms, and 30 employees and implemented a successful total joint program in October 2018. 

She was named as one of the 40 Rising Stars Under 40 List in Becker’s ASC Review: 2013, 2014, & 2017 and has been a yearly speaker at Becker's ASC October Annual Meeting since 2015. 


Akshay Tavkar, MBA, CMPE, CASC

Akshay is the Director of the largest licensed non-hospital free standing ASC in Texas. Recently completed a multimillion dollar renovation project in an ASC that performs nearly 25,000 procedures a year. Through the course of this expansion and remodel reaching 38,000 square feet, my team and I managed zero downtime for surgery and increased case volume and patient satisfaction scores. 


Laura Schneider, RN, CGRN, CASC

Laura Schneider has thirty-five years of GI Endoscopy nursing experience.  She has been certified in GI Nursing since 1990.  Previous GI nursing activities include SGNA Newsletter Editor, ABCGN Board of Directors, Past-President of Louisiana and Texas SGNA, and presenter for multiple SGNA regional and national meetings.  In 2003 Laura was invited to China to speak at an Infection Control meeting on Endoscope Reprocessing Standards in the US which ignited her passion for endoscope reprocessing.  She is currently a Clinical Director for AmSurg Corporation where she works with the center directors for 18 outpatient GI endoscopy centers in Texas, Oklahoma and Louisiana.   


Jill Thrasher, CASC

Ms. Thrasher is currently at Baylor Scott & White Sports Surgery Center at The Star, which was a de nova facility that opened May of 2018.  Ms. Thrasher has more than 25 years of experience in the healthcare industry with 13 years focusing on the ASC business.  She earned her bachelor’s degree in Healthcare Administration from Texas State University.  Ms. Thrasher became CASC certified in 2010.  She strives for excellence with a focus on quality of care, patient safety and infection control.  Baylor Scott & White Sports Surgery Center at The Star is a state of the art orthopedic driven 6 OR freestanding ASC.  The acuity of cases is driven by a robust total joint program, outpatient spine procedures, and arthroscopic hip, knee and shoulder procedures.  The facility maintains Joint Commission Accreditation, licensure through the State of Texas and CMS certification.  Ms. Thrasher credits the facilities successes through her joint venture partner as well as her phenomenal devoted staff and extraordinary physicians.  Ms. Thrasher states she is blessed to have this opportunity to manage a facility that raises the bar with their exceptional standards.


Dr. Gaurav Aggarwala

Dr Aggarwala is an Interventional Cardiologist practicing in North Houston. He has specific interest in coronary angiography, peripheral vascular disease, limb salvage and prevention of limb amputation. He is also an experienced operator who treats deep and superficial venous disease.
He is an active entrepreneur. He founded Pulse Physician Organization in May 2019 and has grown that to 9 clinics in Houston and surround. The group now provides Internal medicine, Cardiology, Family practice, Podiatry, Pain Management and Wound care with Hyperbaric medicine to the communities it serves. The group has now established a new Wound care Hyperbaric center in Huntsville Texas.
Keeping up on the cutting edge of medicine and business, he established one of the first ASC’s in Houston which was Cardiology based. He has now expanded his ASC’s to include a second ASC in Crockett Texas, providing very needed outpatient help in East Texas. 
Along with a very busy clinical practice, he is an active researcher with numerous publications and abstracts.
He currently resides in The Woodlands Texas
